Andy Burnham wants to outline his ideas for a free-at-the-point-of-use social care system in his first speech to Labour conference as prime minister.

Sir Andrew Dilnot, who proposed reforms 15 years ago, says the cost of such a scheme would be "very substantial".

Andy Burnham said the proposed care service would be laid out in detail and put on the ballot at the next general election.
